An AI-enabled offshore development center in Hanoi, when a long roadmap needs one

Netbase provides offshore development centers in Hanoi for companies with a long product roadmap to add a long-running engineering team with AI-assisted engineering, governance and knowledge transfer built in. It is a supporting delivery option: when the work has a defined outcome, a consulting-led fixed-price project or a ready solution usually fits better.

What an offshore development center includes

An offshore development center (ODC) is a long-running team on your products, with its own processes, documentation and management, run by a partner abroad. Unlike a project, it keeps knowledge of your systems, grows or shrinks with the roadmap, and hands knowledge back when needed. Netbase runs ODC teams from its only office, at 91 Nguyen Chi Thanh Street, Dong Da District, Hanoi. The service sits in our Talent & Delivery family.

Included

  • Team set-up from business analysis to QA and UI/UX
  • Onboarding and knowledge transfer into the team
  • Delivery process and tooling aligned with yours
  • Weekly reviews, KPI dashboards, account and project management
  • A shared knowledge base: architecture, decisions and runbooks
  • Documented knowledge transfer back to your team on request

Not included

  • A fixed scope with a fixed outcome: that is a project
  • Onsite presence as standard (onsite work is on request at extra cost)
  • Staffing with no governance behind it
  • Offices outside Hanoi
  • Published rate cards

When to use it, and when another route fits

Netbase is first a consulting, solutions and custom-development company, so we check this route before we recommend it.

Good fit

  • A product roadmap with several release streams and no end date
  • Knowledge of your systems should stay in one team
  • You have a product owner who can set priorities every week, or a fractional CTO
  • Work that changes too often to fix a scope

Another route fits better

  • A defined build: a fixed-price project led by Strategy & Consulting and custom software development
  • A known product type: start from a ready solution
  • A few engineers inside your own team: staff augmentation
  • A short burst of fixes: on-demand support

For SaaS products, our SaaS product accelerator often replaces the first year of team building. All routes are compared in the services directory.

Outcomes and buyer jobs

Product and technology leaders set up an ODC to:

Keep a roadmap moving

One team carries features, maintenance and improvements from release to release.

Keep knowledge in one place

Decisions, architecture and runbooks are written down, not held by one person.

Stay in control

Priorities come from your product owner; progress shows in weekly reviews and dashboards.

Keep the exit open

Documentation and knowledge transfer mean the work can move back in-house.

Capability modules and deliverables

Roles, seniority mix, working hours overlap and first-quarter goals

Access, environments, codebase walkthroughs and a first delivered change

Backlog, release rhythm, definition of done and quality gates

Weekly reviews, KPI dashboards, a dedicated account manager and project manager

Architecture notes, decision records, runbooks and onboarding guides

Handover sessions and documentation when work moves to your team

Delivery process, team and governance

An ODC follows our six-step delivery lifecycle, stretched over a longer horizon:

  1. Discovery and strategic alignment

We agree the roadmap, the measures and how priorities reach the team.

  2. Team assembly and architecture planning

Roles are chosen for the roadmap, and the team learns your architecture before it changes it.

  3. Agile execution with outcome-based milestones

Work ships in regular releases against goals agreed each quarter.

  4. Modular and productized components

    Proven modules shorten common features.

  5. Training, rollout and optimization

New members join through the knowledge base; release metrics show where to improve.

  6. Ongoing support and co-building

The center grows or shrinks with the roadmap.

Teams range from 3 to 30 people, combining business analysts, project managers, solution architects, developers, QA and UI/UX, and work typically starts within one to two weeks after discovery. Delivery is Agile and remote-first: sprints with weekly reviews, a backlog in Jira or GitHub that you can check at any time, and communication in English over Slack and Zoom. The Hanoi office works Monday to Saturday, 9:00 to 18:15 Vietnam time (UTC+7), which overlaps with Asia-Pacific business hours and European mornings; support follows those six days, with Sunday off. Security practices apply to every team: contributors work under NDA, NDAs and DPAs are available on request, and access is role-based with MFA on admin dashboards.

What an AI-enabled center adds

An ODC that works with AI does two things differently: it delivers the roadmap with AI-assisted engineering, and it can take AI features into the roadmap itself.

In the center's engineering practice:

  • AI-assisted code review and test generation

Suggestions reviewed by an engineer before every merge.

  • Knowledge base upkeep

Architecture notes and runbooks drafted from code and tickets, then checked, so knowledge survives rotation.

  • Incident and bug triage

Errors and duplicate tickets grouped before the sprint planning meeting.

In your product roadmap:

  • AI assistants and search built over your content and customer data.
  • Document and data automation for the back-office flows the center maintains.
  • Forecasting and anomaly alerts from the product data the center already understands.

AI tools are approved per repository during onboarding, under your data rules.

AI in this service

AI changes the economics of an offshore team. Code assistance, generated tests and AI-assisted review let a smaller team deliver the same roadmap, so we size an ODC for output rather than for headcount, and an engineer reviews every AI-assisted change before it ships. This is also why most Netbase work is priced as fixed-price projects: when AI makes delivery faster, paying for outcomes beats paying for hours.

Engagement models and commercial variables

Most Netbase projects are delivered on fixed-price contracts, and we recommend one whenever the scope can be defined. An ODC is the exception for roadmaps that cannot: it usually runs on a monthly team retainer, with milestone-based or KPI-linked terms where the goals are measurable. Onsite work is available on request at extra cost. For custom development, the IP created for you is yours; Netbase productized modules and Business Division products are licensed, not transferred. We do not publish rate cards.

What moves effort and cost: team size and seniority mix, the number of product streams, the hours of overlap you need, onsite visits and the depth of documentation required.

Technology as an implementation choice

The center works in your stack. Where the choice is still open, we compare service frameworks and APIs on our backend platforms page and pick what your future team can maintain.

Industry applications

Retail and e-commerce. Commerce roadmaps never finish: new payment methods, marketplaces, integrations and seasonal peaks keep arriving. A long-running team that knows the store handles them without a new ramp-up each time.

Print and personalization platforms. Design tools, file processing and fulfilment rules change with every new product line, and keeping that knowledge in one team saves repeated discovery.

Retail and ecommerce: AI-enabled storefronts, marketplaces and order operations Retail and ecommerce: AI-enabled storefronts, marketplaces and order operations

Netbase helps retailers and online merchants modernize storefronts, marketplaces and order operations, and adds AI where it pays: search, recommendations, catalog enrichment and order exceptions, with your team approving what shoppers see. Results are published: Geo-Tek IT Solutions grew revenue 36% in the first quarter after its new ecommerce platform launched, and an EU fashion marketplace grew GMV 47%.

SaaS product accelerator: launch an AI-ready SaaS on proven Netbase modules SaaS product accelerator: launch an AI-ready SaaS on proven Netbase modules

A SaaS product accelerator is a set of reusable Netbase modules for accounts, billing, roles and integrations that helps founders and product teams launch subscription software faster, with room for in-product AI from the first release. Reusing these productized modules can cut development time by up to 60%, and the approach is proven on Printcart, the web-to-print SaaS Netbase built and operates.
