Fractional CTO, CIO and digital transformation leadership

Netbase provides fractional technology leadership: a part-time or interim CTO, CIO or Chief Digital or Transformation Officer, or an independent technology advisor, who works with your executive team, advisory board or board of directors for an agreed term. The leader owns technology and AI decisions with you, accompanies the business through them and hands over to a permanent hire. This is a growth capability at Netbase.

What fractional technology leadership includes

Many growing companies need senior technology judgement before they can justify, or find, a full-time executive. Others have a CIO but no one to lead an AI or digital transformation. A fractional leader fills that seat for part of the week, with the same accountability as an employee in the role. The service sits in our Strategy & Consulting family.

  • Fractional or interim CTO

Product technology, architecture, engineering team and vendors

  • Fractional or interim CIO

Business systems, data, security, IT budget and suppliers

  • Chief Digital or Transformation Officer

A digital or AI transformation programme across departments

  • AI transformation lead

AI strategy, governance and the first use cases in production

  • Independent technology advisor

A seat on the advisory board or at board meetings, advising directors and investors

Included

  • Technology and AI strategy, roadmap and budget
  • Architecture and vendor decisions, with written reasons
  • Hiring plans, interviews and team structure
  • Security, governance and AI risk oversight
  • Board and investor reporting
  • Technical due diligence for investors or acquisitions

Not included

  • A named executive placed on your payroll
  • Legal, audit or investment advice
  • Recruitment agency fees or headhunting
  • A board seat without an agreed mandate

When to use it, and when another route fits

Good fit

  • No technology executive, and major technology decisions ahead
  • A CEO or board that needs an independent technology view
  • An AI or digital transformation with no one to lead it
  • Several vendors or teams building parts of one product

Another route fits better

  • Only one scoped project to deliver: choose a fixed-price build
  • A long-term full-time role is already budgeted: hire directly
  • A defined AI programme with a sponsor: see AI transformation
  • Architecture choices only: see solution architecture

Founders and scale-ups use it before their first technology executive, as our startups and scale-ups page explains; global enterprises use it to lead a transformation or AI programme beside the existing CIO.

Outcomes and buyer jobs

Chief executives, founders and boards engage a fractional technology leader to:

Make technology decisions with senior judgement

Architecture, vendors and budgets are decided and recorded, not deferred.

Put AI on a governed path

Where AI fits, its risks and the first use cases are agreed at executive level.

Build the team

Roles, hiring plans and interviews produce the right in-house team.

Report clearly to the board

Directors and investors get a regular view of progress, risk and spend.

Prepare for a deal

Technical due diligence shows buyers or investors what the technology is worth and where the risks sit.

Hand over cleanly

A permanent hire inherits a roadmap, a team and documented decisions.

Capability modules and deliverables

A strategy tied to business goals, with an AI position and priorities

A phased roadmap, a technology budget and investment cases

Decision records, vendor evaluations and contract input

Organisation design, role profiles, interview support and onboarding plans

Policies, a risk register and review routines

A board pack template and regular executive updates

Technology and security findings for an investment or acquisition

Programme plan, owners, gates and value tracking

Delivery process, team and governance

A fractional engagement follows a simple shape:

  1. Mandate

We agree the role, who the leader reports to, decision rights and what is out of scope.

  2. Objectives and KPIs

Written objectives for the term, with measures reviewed at every check-in.

  3. Retainer days

A monthly retainer of agreed days, on site or remote, including executive and board meetings.

  4. Term

Typically 3 to 12 months, renewed only when the objectives justify it.

  5. Reviews

A monthly review with the CEO or chair; a board update at the cadence you set.

  6. Handover

A documented handover to a permanent hire, including help recruiting that person.

Behind the leader, Netbase brings the practices of its own delivery: Agile and lean planning, remote-first collaboration in English, security designed in and API-first architecture. Every recommendation is written down with its reason, so the next leader can follow it.

Independence and conflicts of interest

A technology leader who works for a software company must be clear about independence. Our rules are simple:

  • Disclosure

When the leader recommends Netbase delivery teams or a Netbase Business Division product, that interest is disclosed in writing.

  • Your decision

Build and buy decisions are yours; the leader presents the alternatives, including other vendors and in-house options.

  • Separate contracts

The advisory role can be contracted separately from any delivery work, and delivery is never a condition of the retainer.

  • Your IP

Custom work built for you is yours; licensed products stay licensed.

AI in this service

Every fractional leader takes a position on AI: where it fits the business, how it is governed and which use cases come first. Where the plan calls for more, the AI strategy and readiness assessment or a full AI transformation follows.

Engagement models and commercial variables

The leadership retainer is a monthly commercial model, separate from delivery. Most Netbase projects are delivered on fixed-price contracts agreed after discovery, and the fractional leader often writes the scope those contracts are priced on. Delivery by Netbase is optional; see engagement models. We do not publish day rates.

What moves the retainer: the role, days per month, board and investor involvement, travel, and whether due diligence or a transformation programme is in scope.

Technology as an implementation choice

A fractional leader does not arrive with a favourite stack. Recommendations weigh your team's skills, total cost and lock-in. Where a new product is planned, options include our SaaS product accelerator and the backend platforms we build on, presented beside the alternatives.

Industry applications

Retail and e-commerce. Commerce platform choices, ERP and marketplace integration, and AI in customer service and merchandising are frequent board-level topics.

Growing product companies. SaaS and digital product businesses need architecture, security and hiring decisions before their first technology executive joins.

Emerging markets. Leaders planning mobile-first, cloud and AI moves can start from our guide to digital and AI transformation in emerging markets.

Retail and ecommerce: AI-enabled storefronts, marketplaces and order operations Retail and ecommerce: AI-enabled storefronts, marketplaces and order operations

Netbase helps retailers and online merchants modernize storefronts, marketplaces and order operations, and adds AI where it pays: search, recommendations, catalog enrichment and order exceptions, with your team approving what shoppers see. Results are published: Geo-Tek IT Solutions grew revenue 36% in the first quarter after its new ecommerce platform launched, and an EU fashion marketplace grew GMV 47%.

Proof: consulting-led delivery

Evidence maturity: fractional leadership is a growth capability. No named fractional engagement is published; the records below show consulting-led work Netbase has delivered since adding consulting in 2016.

Rebelo, AG (Portugal). The problem was clear: customers could not picture their designs on the product. The scope that followed was a 3D product preview inside the existing store. Read the Rebelo, AG case.

Geo-Tek IT Solutions (Cyprus). Decisions on device coverage and internal-system integration came before the build. Read the Geo-Tek case.

Yes, by contract. Any recommendation of Netbase teams or products is disclosed, alternatives are presented, the advisory role can be contracted separately from delivery, and you make the decision.

The advisor can join an advisory board or attend board meetings in an agreed capacity. Formal directorships follow your company's rules and are agreed case by case.

It depends on the mandate. The days and term are agreed up front and reviewed monthly against the objectives.

A documented handover to a permanent hire, a renewal, or a planned exit. Decisions and roadmaps stay with you.

Yes. Leading an AI or digital transformation is one of the most common mandates.

SaaS product accelerator: launch an AI-ready SaaS on proven Netbase modules SaaS product accelerator: launch an AI-ready SaaS on proven Netbase modules

A SaaS product accelerator is a set of reusable Netbase modules for accounts, billing, roles and integrations that helps founders and product teams launch subscription software faster, with room for in-product AI from the first release. Reusing these productized modules can cut development time by up to 60%, and the approach is proven on Printcart, the web-to-print SaaS Netbase built and operates.
