Vietnam vs India software outsourcing: a decision matrix for buyers

Vietnam fits a sustained product team on a defined, reviewed scope with daily overlap into Europe, East Asia or Australia. India fits a programme that needs very large or fast-ramping capacity, deep legacy or ERP bench strength, or the widest daytime overlap with the United States. Most buyers match the country to the workload, not one country to every engagement.

This guide is for founders, CTOs and procurement leads shortlisting an offshore country before they talk to vendors. Netbase is a Vietnamese company, so we have a stake in the comparison; the criteria below work just as well without us. For the Vietnam side in depth, start with our software development outsourcing to Vietnam guide, or see how Netbase staffs and governs dedicated development teams.

In this guide

Which should a buyer choose: Vietnam or India for software outsourcing?

Neither country is the better choice in general; each fits a different shape of work. Vietnam's software sector is smaller and newer, which produces fewer, smaller vendors that compete on team continuity and a tighter, more senior-led delivery model. India's sector is older and far larger, which produces both global IT-services multinationals and a deep boutique layer able to scale a team quickly or staff a specialism that only a bigger market can field. The table below routes a decision by workload rather than by country reputation.

Workload or constraint Better fit Why
A product team maintained across many releases, on a scope that is written down and reviewed weekly Vietnam A smaller market rewards the team continuity a dedicated team is built around
A programme that needs hundreds of specialists on short notice, or deep legacy, mainframe or ERP bench depth India A larger market structure can field elastic scale that a team of a few dozen is not sized for
The widest practical daytime overlap with US East Coast business hours India India's time offset to the Americas shares more daytime hours than Vietnam's does
An Asia-Pacific or Australian buyer needing a full working-day overlap Vietnam Vietnam's time zone covers most of the Australian and East Asian working day
A steady core build plus a large, short-term peak Both, as two contracts Some buyers run Vietnam as the stability hub for product work and a separate India engagement for the peak, kept as separate vendors rather than one blended team

Criteria that actually decide the choice

Rate cards and league-table rankings date quickly and rarely survive contact with a real proposal. These five criteria hold up across engagements.

Criterion Vietnam India Basis
Time-zone overlap UTC+7 year-round, no daylight saving; strongest overlap with Europe's afternoon and all of East Asia and Australia IST (UTC+5:30), no daylight saving; shares more of the European working day and reaches into the US East Coast evening Standard time-zone geography
IP and legal framework Law on Intellectual Property No. 50/2005/QH11; Berne Convention since 2004; WTO TRIPS since January 2007 The Copyright Act, 1957; The Patents Act, 1970; Berne Convention since 1928; WTO TRIPS since January 1995 WIPO Lex member profiles for each country
Talent-pool scale A national developer pool measured in the hundreds of thousands, concentrated in Hanoi and Ho Chi Minh City A national technology workforce measured in the millions, spread across many large hub cities Qualitative; see "What delivery record exists" below for why no single headcount figure is cited
Market structure Mostly small to mid-size vendors; few large multinational IT-services firms Large global IT-services multinationals alongside a deep boutique layer General market structure, consistent across industry sources
Commercial models on offer Fixed-price, dedicated team, project-based and fully managed delivery, with milestone, retainer and KPI-linked terms common The same model types are offered, often with more elastic scaling options because of market depth F018 for Netbase; general industry practice for India

Neither side of this table is a ranking. A buyer who needs the first row's overlap and the fourth row's continuity should read "Vietnam"; a buyer who needs the first row's US-evening reach and the fourth row's elastic scale should read "India". For the commercial-model row, dedicated team vs fixed price covers how to choose between those terms once the country is settled, and large or boutique Vietnam IT vendor covers the vendor-size question inside Vietnam specifically, which is less often asked inside India's larger market.

How to decide in practice

  1. Name the workload shape first

A sustained product team and a bounded, specialist-heavy programme are different purchases before they are different countries.

  2. Check the overlap window you actually need

, not the time-zone label: a Vietnam team's afternoon meets a European morning; an India team's day reaches further into a US evening.

  3. Ask every shortlisted vendor, in either country, for its own evidence

named delivered work, team shape and start time, and how it governs AI use in delivery.

  4. Decide per engagement, not per company

A multi-year programme with a steady core and a large peak may justify running both countries as two separate contracts.

  5. Plan the handover before you sign

Once the country and vendor are chosen, our software outsourcing transition and knowledge-transfer plan sequences the actual switch.

Where AI fits

Judge a vendor in either country by accepted releases and defect trends, not by how often it mentions AI; AI-assisted drafting narrows the labour-hours gap between a smaller and a larger market, but review, integration and security testing still take human time either way.

What delivery record exists, and what does not

Netbase JSC works only from its Hanoi head office, in English, 9:00 to 18:15 Monday to Saturday, Vietnam time (UTC+7). Delivery teams run from 3 to 30 people and typically start within one to two weeks after discovery, and the client owns the IP created in custom development. Netbase holds ISO 27001 certification and a SOC 2 Type II attestation for its own operations, and has served 500+ clients, mostly on fixed-price contracts after discovery, with dedicated-team, milestone, retainer and KPI-linked terms as secondary options. The 4over4 e-commerce case is a published example of that delivery model at work.

Netbase has no office, team or published delivery record in India. This guide compares the two countries as a buyer's decision, not two Netbase delivery options, and it publishes no workforce, attrition or price figure for either country: two attempted lookups of national technology-sector workforce reports returned either a sign-up wall or a PDF this review could not read cleanly on 2026-10-28, so the scale comparison above stays qualitative rather than citing an unverified number. Judge any vendor's headcount or attrition claim, in Vietnam or India, as a number to verify against its source, not a settled fact.

Alternatives: nearshore Europe, and splitting the work

A buyer in Germany, Austria or Switzerland has a third option worth naming: a nearshore team in Central or Eastern Europe, trading Vietnam's or India's cost base for same-time-zone collaboration and, in Poland or Romania, GDPR applying directly. Our outsourcing to Vietnam guide compares that trade-off in depth in its nearshore-vs-offshore section. The other real alternative is not a third country but a split engagement: a stable Vietnam-based team for ongoing product work, with a separate India-based vendor engaged only for the workload that needs its scale. Choose the split when the two workloads are genuinely different in shape; choose one country when a single accountable team matters more than matching each task to its ideal market.

Limits of this guide

  • No price, rate, headcount or attrition figure is published here for Netbase, Vietnam or India; ask each vendor for its own evidence and compare proposals for the same outcome.
  • Vietnam facts are Netbase's own attested record; India facts are limited to its public IP and legal framework because this review could not confirm a current workforce or attrition figure to one stable, citable source on the day it was written.
  • This is practical buyer guidance, not legal advice; have counsel review contracting, data-transfer and liability terms in either country.

Frequently asked questions

Both sit below Western engineering costs, and in both the final cost depends on seniority mix, team size, overlap and scope stability more than the country alone, so compare proposals for the same outcome rather than day rates.

Yes, India's technology workforce is measured in the millions against Vietnam's in the hundreds of thousands, which matters for programmes that need very large or fast-ramping teams; it says nothing by itself about the quality of either country's engineers.

Yes. Some programmes run a stable Vietnam-based team for ongoing product work and a separate India-based engagement for a large or short-term peak, kept as two contracts rather than one blended vendor.

No. Netbase works only from its Hanoi head office in Vietnam; this guide compares the two countries as a buyer's decision, not two Netbase delivery options.
