This guide is for a CTO, VP Engineering or founder who has already read a vendor's or a recruiter's claim about Vietnam's AI talent pool and needs to know whether it is true for the specific team being considered. It assumes you have weighed outsourcing itself, which the outsourcing pillar covers, and that once you pick a team you will define roles and run a screening task using the AI engineering hiring guide; this guide sits one step earlier, deciding where to look and what to trust before that.

Where is AI engineering talent actually strong in Vietnam?
Vietnam's IT workforce is not evenly spread. Published estimates put Ho Chi Minh City at around half of the country's IT professionals, home to the largest concentration of product-facing engineering teams, startups and multinational tech-park tenants. Hanoi holds roughly a third of the workforce and carries a different character: several of the country's leading technical universities sit there, and government-backed programs have pushed deep-tech, cloud and AI-data-platform work into the city's enterprise and R&D-flavored engineering teams. Da Nang is the smallest of the three, newer and growing quickly, built around cost-efficient, stable delivery rather than a deep senior bench. This is also where Netbase's own delivery team works from: the company's head office is in Hanoi, and most of its projects are delivered for clients outside Vietnam, mainly in the United States and Europe.
Skill strength follows a similar unevenness by domain, not only by city. Applied machine learning work that sits close to a product, such as recommendation, classification, search and computer-vision features, draws on a larger and faster-growing engineering base than senior roles: AI research leadership, model architecture decisions and production-scale MLOps ownership remain a narrower, more competitive layer across every hub. Vietnam's own national AI strategy reflects that gap from the policy side: the country's AI human-resources program targets at least 10,000 highly qualified AI professionals by 2030, with only a subset, around 1,500, aimed at core AI research and the technologies behind it. A target is not a current headcount; it says where the government expects the shortage to be, which lines up with what vendors and recruiters report today.
Which Vietnamese AI hub fits your project?
| Option | Strength | Risk | Choose it when |
|---|---|---|---|
| Ho Chi Minh City | Largest commercial tech hub; product-facing engineers used to fast iteration, e-commerce and fintech-style builds | The most competitive hiring market for senior engineers in the country | The work is product-facing and time-to-market matters as much as depth |
| Hanoi | Hosts several leading technical universities and government-backed deep-tech programs; stronger in enterprise-scale systems and data-platform work | A smaller pool of fast-iteration product engineers than Ho Chi Minh City | The work is enterprise-scale, data-platform-heavy, or needs sustained architectural discipline |
| Da Nang | Lower cost pressure and reported lower staff turnover; suited to steady, long-running teams | The smallest of the three talent pools, so senior and specialist AI roles are hardest to fill locally | The engagement is a stable, long-running team rather than one that must flex quickly or add senior specialists fast |
Many buyers do not pick one city at all: a vendor or an offshore development center can draw candidates from more than one hub for the same engagement, which is one more reason the city named in a marketing page matters less than the delivery record behind the specific people assigned to your project.
How do you verify a specific team's AI-engineering claim?
A city-level or country-level statistic describes a market, not the team in front of you. Run these four checks before a claim moves from a pitch deck into a shortlist.
- Pin down the city and the skill domain the claim is actually about. "Vietnam has strong AI talent" says nothing about whether this team's strength is computer vision, NLP, MLOps or LLM integration, or which hub its engineers actually work from; ask directly, and treat a vague answer as a signal, not an oversight.
- Ask for the team's own delivery record in that specific domain, not a market-wide statistic. A talent-pool number describes the country; it does not describe whether this vendor or this hire has shipped the kind of AI work your project needs. Request a description of comparable delivered work, even if the client is anonymized; evaluating an offshore AI vendor's delivery proof covers what an anonymized record should still disclose.
- Map the claimed skill to a role you can test. The five AI engineering roles and the screening task for each, covered in the hiring and screening guide, turn a skill claim into something you can verify directly instead of taking on trust.
- Separate a government program target from a vendor's own estimate. Vietnam's AI human-resources program target (10,000 qualified professionals by 2030) is a policy goal, useful as direction, not as a count of engineers available today; a vendor's own talent-pool number is its own estimate and is not independently audited. Treat both as context for the landscape, never as proof of one team's capability.
Where AI fits in this evaluation
Netbase works with the major commercial and open-source AI tools and models, chosen per project rather than standardized on one vendor's stack, which also shapes how a capability claim should be checked: a team's comfort with one specific framework matters less than whether it can show working, evaluated output in the domain you need. Each item below states how mature it is at Netbase.
That judgment, and the final screening-task review, stays with a person on the buyer's side, the same way it does in the hiring and screening guide.

Retrieval-augmented knowledge assistants, document AI and MLOps pipelines
These clients are not named; the same delivery-record evidence this guide asks a buyer to request from any vendor is what these anonymised engagements provide internally.
-
Available capability
AI-assisted review of a vendor's sample code and case descriptions
Using an AI tool to summarize what a repository or case description actually contains before a human reviewer judges the architecture trade-offs and delivery claims behind it; not yet tied to a published case.
What delivery record exists, and what does not
Netbase's own six-step delivery lifecycle names team assembly and architecture planning as a distinct step, run before agile execution starts, on every engagement. Since 2020, Netbase has worked as offshore development and managing partner on a multi-tenant cloud ERP for a US client that is not named, assembling and running the team behind it from its Hanoi office. Beyond that named case, Netbase has delivered retrieval-augmented knowledge assistants, document AI and MLOps pipelines for clients it does not name.
What does not exist. Netbase does not publish a city-by-city breakdown of its own engineering staff, a university-pipeline figure, or a headcount by AI skill domain; the market figures in this guide describe Vietnam's industry, not Netbase's own team composition. No time-to-fill, attrition or placement figure is claimed for any engagement named above.
What other ways are there to size up a claim?
| Route | Strength | Choose it when |
|---|---|---|
| Read the vendor's or hire's own case material | Fastest first check; you do not need to deploy an engineer or expert against it yet | The claim is narrow enough that a written case description can show whether it matches your domain |
| Run a short paid trial task against the specific domain claimed | Produces direct, current evidence instead of relying on past work described secondhand | The engagement is sizable enough to justify a short trial before a longer commitment |
| Work through a consulting delivery partner that defines roles and screens for you | One team states the domain claim, defines the role and runs the screening task, so the verification and the delivery sit with the same accountable party | You want the verification step folded into the engagement itself rather than run separately before it |
In Netbase custom development, the client owns the IP created for the work. Most Netbase projects are delivered on fixed-price contracts agreed after discovery, with milestone-based, monthly team retainer and KPI-linked terms also offered where they fit the scope better. The offer sits in dedicated development teams and the offshore development center model; the AI knowledge assistant solution and the professional services industry page cover an adjacent delivery shape, and time-zone overlap models covers what scheduling looks like once a team is chosen.
Limits of this guide
- No price, rate or headcount figure is published for Netbase; third-party figures are attributed to their source and are never presented as Netbase's own measurement.
- The city and skill-domain patterns described here are published market estimates, not a census; they describe direction and concentration, not an exact count.
- This guide does not replace the role-by-role screening task in the hiring and screening guide; it is the step that decides where to look before that screening starts.

Frequently asked questions
Neither is better in general: Ho Chi Minh City suits product-facing, fast-iteration work, while Hanoi suits enterprise-scale or data-platform-heavy work backed by its technical universities and government-linked programs; the right choice follows the kind of AI work you need, not a city's size alone.
Not necessarily; it mainly reflects a smaller overall talent pool and lower operating cost, which suits a stable, long-running team well but makes filling a senior or highly specialized AI role locally harder than in Ho Chi Minh City or Hanoi.
This guide decides where to look and how to check a landscape claim before a vendor or candidate is on your shortlist; the hiring and screening guide takes over once you have a specific person or team to test, defining the role and running a screening task against it.
Treat it as directional context rather than proof: it describes the country or a vendor's own estimate of it, not the specific people who would work on your project, which is why the verification checklist above asks for a delivery record instead of a market figure.
